ABOUT

About the Tribunal

Purpose & Origin

The Soteria Private Arbitration Tribunal (SPAT) is a sovereign dispute resolution body established under the Soteria Covenant Trust. It operates entirely within private jurisdiction, free from corporate, political, or statutory interference. Its mandate:
To uphold voluntary law, enforce lawful contracts, and provide remedy without coercion.

SPAT draws its authority from:

  • Private International Law and Treaty Recognition
  • Contractual Jurisdiction and Sovereign Appointment
  • Lex Mercatoria and Customary Commercial Law
  • Trust Covenant Mandate and Record-Bound Integrity

Enforceable Authority

The Tribunal enforces claims through binding decisions backed by lawful mechanisms:

  • Lien Execution & Bond Issuance
  • Private Settlement Instruments (PSIs)
  • Certified Scrolls of Judgment
  • Fee Schedule Enforcement
  • Public Debtor Registry Entries

All judgments are enforceable via private, monetizable, and internationally recognized mechanisms — no reliance on statutory courts.

Jurisdiction Scope

SPAT adjudicates matters involving:

  • Trust & Contract Enforcement
→ Enforcing oaths, resolutions, and private agreements
  • Fiduciary Misconduct
→ Holding trustees, officials, and custodians accountable
  • Fraud & Unjust Enrichment
→ Remedying theft, deceit, or improper gain
  • Debt Monetization & PSI Conversion
→ Converting harm claims into enforceable, sovereign-backed instruments
  • Cultural Violations & Ethnocide
→ Protecting spiritual and biological sovereignty
  • Private Arbitration
→ Voluntary disputes resolved by binding determination

Recordkeeping & Ledgers

Every Tribunal action is inscribed into a permanent, cryptographically bound ledger system. These are not mere logs — they are lawful records of judgment, anchored in sovereign procedure and immune to alteration.

Each entry is:

  • Timestamped at the moment of issuance
  • Hashed to ensure integrity and immutability
  • Digitally Signed using secure, officer-specific cryptographic keys
  • Archived into distinct ledgers governing claims, enforcement, and instruments

Ledger Integrity Framework

The Tribunal maintains multiple internal ledgers, each assigned to a distinct domain:

  • Master Case Registry — Records of all filed claims and adjudications
  • Enforcement Actions — Executed liens, defaults, and remedy events
  • Settlement Instruments — Monetized rulings and PSI issuance
  • Trust Integration Records — Links to trust-based execution and sovereign claim structure

All ledgers are sealed, internally indexed, and verified through a multi-layered signature process.

“Without record, there is no right. Without ledger, there is no law.”
Scroll of Judgment, Soterian Codex

GRADAFAR: Enforcement Process

The Tribunal follows a structured enforcement model known as GRADAFAR, which ensures remedy through lawful sequence:

  1. Grace
  2. Request for Accounting
  3. Affidavit of Facts
  4. Default Opportunity
  5. Administrative Notice
  6. Final Judgment
  7. Award / Remedy Issuance

This process culminates in legally recognizable scrolls, PSIs, and fee-backed claims, recorded in the Tribunal’s ledgers.

Tribunal Governance

SPAT is managed by the following sovereign officers:

  • Presiding Adjudicator
→ Oversees fairness, hearings, and scroll issuance
  • Tribunal Panel
→ Case-assigned arbitrators drawn from trusted appointees
  • Chief Arbitration Officer (CAO)
→ Manages filings and procedural flow
  • Enforcement Director
→ Executes judgments and lien monetization
  • Registrar & Clerk
→ Maintains records, seals documents, certifies scrolls

Appointments are made by the Soteria Covenant, ensuring integrity and independence from any external authority.

Recognition & Binding Status

SPAT judgments are recognized under established international principles:

  • Hague Convention on Private International Law
  • New York Convention (1958)
  • Lex Mercatoria & Customary Commercial Law
  • Secured Party/Lien Enforcement Frameworks

All scrolls and instruments are lawful, executable, and binding under sovereign commercial jurisdiction.

Digital Integration & Ops Framework

The Tribunal is integrated into the Soteria Ops Console, with automated tools for:

  • Case filing and TCF issuance (STR-2025-XXX)
  • Real-time ledger updates and recap summaries
  • GPG signing and verification of every action
  • Certificate generation and PSI tracking
  • Enforcement logs and creditor status dashboards

This ensures non-arbitrary, fully auditable justice — backed by technology, not bureaucracy.

Final Commitment

This Tribunal does not recognize authority by force.
It recognizes only lawful agreements, voluntarily entered and honorably kept.

In every judgment, the Tribunal enforces truth — not compliance. It serves the living, protects the innocent, and holds trespassers accountable.

“True Remedy for a world without true consent.
